I then did a slightly more proper job of clobbering the mutex and semaphore scheme in use and let the game just rely on TCP/IP even for a local client a side benefit is you can now run multiple clients on one computer, so you can play 4 player by yourself. I simply added in some clumsy sleeps to fix the maxed out threads. The client was running 3 threads at full tilt, maxing out 3 cores of my CPU, and the server was doing the same with 1 thread.
It then became obvious that there were more issues that were arising due to differences between Windows 95, which the game had been programmed for, and the NT line of Windows. I opened up the executables with a hex editor, scrambled the mutex and semaphore names, and sure enough, that got things slightly working. Upon initial inspection, the type of hang and crash looked like an IPC issue.
